04/07/2014 Ban Ki-moon UN Secretary-General made a surprising statement, which was banned from broadcasting on Ukrainian media and the internet. The conflict between the two countries was discussed at the UN Security Council meeting.
The following conclusion was withdrawn from there: Ukraine has not registered its borders since 12/25 1991, the UN has not registered the borders of Ukraine as a sovereign state. This is why we can assume that Russia does not commit violations of rights over Ukraine.
According to the CIS Treaty, the territory of Ukraine is the Soviet Union’s public administration area. For this reason, no one can be blamed for separatism and the forced modification of the borders of Ukraine.
According to international law, the country simply has no officially recognized borders. In order to solve this problem, Ukraine must stop closing borders with neighbouring countries and obtain an agreement between neighbouring countries, including Russia on their common borders. Ukraine must document everything and sign contracts with all neighbouring states.

The European Union is committed to supporting Ukraine on this important issue and will provide all technical assistance. But will Russia sign a border treaty with Ukraine? Basically, Russia was left to say that this area is Russian and that everything that happens there is Russia inside. Any intervention shall be considered an action against Russia. 2014 can be cancelled on this basis. Elections on May 25 and they do what the people want. Is there a source for this? I recently mentioned this in a neighborhood social media group and was pretty much lambasted with one person showing me a screenshot of an agreement between Russia and Ukraine agreeing to Ukraine’s border as registered by the U.N. Thanks!

Putin covers it well: a creation of Lenin, enacted after his death. Post 1991 the new borders were never defined and registered with the UN.

I got into an argument on steam about this very thing and went hunting to see what I could find. The results are quite intriguing. Here’s my original post on steam discussion.

Only one letter of agreement was was available dedicated to the map boundaries and this letter is only from the Ukrainian side and only signed by Ukraine. I cannot find anything that Putin signed to agree with these border plans.

Hungary have a signed letter of co-operation but no definitive border maps drawn up.
There is nothing for the remaining countries of Moldova, Slovakia or Poland, neither maps of the border nor letters of agreement.
I did find that somehow without any of these, the UN forced through the certification in January of 2017 and the only documents submitted was for the border with Russia and the Statement of agreement signed by only Ukraine.
So from that assessment I’d say the rushed certification of Ukraine in 2017 (pretty much based only on google maps) is completely illegal by international standards and by the UN’s own charter. Therefore, as of the end of the USSR, has failed to meet all legal requirements to establish itself as a Sovereign Nation, thus leaving itself under the old USSR administration, which the Russian Federation inherited and became the administration for the area. From this conclusion, you should be lucky that Ukraine is even recognised at all in any capacity.

However I did find a possible gentleman’s agreement about the “Frontier” between Russia and Ukraine going forward after the dissolution of the USSR was done. However, I can’t relocate that link. But again that was just an unsigned document of the UN urging both sides to remain cordial and respect each other.

I was also shown a .pdf of an agreement signed in 2003 to the agreement on the Ukraine/Russian border, but not where to find this file, searching for it based off the .pdf link only brings me to a UN 404 page. So I haven’t included it here for now. That said, what concerns me as mentioned above is the forced certification in 2017 of this Ukraine/Russia border and countries declaring Ukraine recognised without any of the borders with Ukraine’s other neighbouring countries signed. This whole thing stinks no matter which way you look at it.
